OP, if we are strictly talking pre-villager early game and average players and also restricting the situation to units vs units, then some of the all-around stronger civs are, in no particular order: saracens, teutons, mongols, spanish, mayans, byzantines. you play agressive and know how to Flush and Drush, which you probaly don't since you are asking.
